Yes it is. Guests are allowed to smoke on the balconies.

Yes: September 16th - May 14th = 1,70 Euro per person/day May 15th - September 15th = 3,00 Euro per person/day

Are there safes in the hotel rooms?

Yes and they are free of charge.
